  32. Under the modify menu choose Move (keyboard "t") or Size (keyboard "H") - thne 
  33. choose Numeric.  If no points/polygons are selected, everything in the 
  34. selected layers will be affected.  If you select points or polygons, then only 
  35. they will be affected.  Also checkout SetVal under the Tools menu.
